Abstract: This study explores the current implementation challenges of the Policy Environmental Assessment (PEA), including the implementation of a far richer, more diverse (at macro level), and better understanding of PEA and integration with decision making. The results contribute to the analysis of PEA through different hierarchies of assessment. Stemming from the theory and practice of policy, a concept of PEA hierarchies is proposed including the uppermost PEA, upper-lower PEA, and lowermost PEA. Afterward, the differences of the three hierarchies are interpreted, in terms of aims, principles, processes, and methods. The evaluation of the policy environmental impacts from different lens helps solve the complexities of policies and identify opportunities for improvement of PEA.

A Project-Based Sustainability Rating Tool for Pavement Maintenance Article

Abstract:

Pavements require maintenance to prevent undue distress or to restore performance; however, pavement maintenance and its impacts do not receive enough attention in many cases, and are either ignored or treated as a low priority. Most current maintenance activities have budget issues and only focus on removing deteriorated pavement sections. Deferred pavement maintenance has impacts on the environment and on society, and may thus affect the costs associated with maintenance. A sustainability rating tool is a good way to list, explain, and evaluate such impacts. Various sustainability rating tools have been developed for pavement; however, pavement maintenance has its own features that are different from those of the new construction, expansion, or reconstruction of pavements. This research project reviews nine sustainability rating tools for pavement, although none of these tools fully describe maintenance features or can be directly applied to evaluate maintenance projects. A new sustainability rating tool is then developed for pavement maintenance; this new tool can be used to evaluate individual projects and raise public awareness about the importance of pavement maintenance. Its details are described, and its use is demonstrated through an example to show the evaluation process and results.

Abstract:

In recent years, consumers have expressed higher requirements on the source and quality of agricultural products; purchased agricultural products need more traceability and their nutritional value characteristics need to be understood. Taking the production of wolfberry in Zhongning County as an example, the authors use a series of techniques and methods in spatial analysis, data grid, cloud computing, and mobile Internet to implement across the three dimensions of width, depth, and accuracy of the food traceability system. Leveraging and improving on the key technologies of localization and map display, data grid, early warning service and push notifications, two-dimensional code association, and back-tracing, the authors form a quality and safety traceability system of agricultural products that covers the entire process of agricultural production. Through the process of system construction and application demonstration, the system is generally shown to meet the crop quality needs of producers, managers, and consumers. In future, this system may be expanded to the quality and safety traceability business of all agricultural products. Additionally, further study can facilitate the establishment of a unified traceability standard at the national level.
